Mayor and City Council of Baltimore, 1833) as a significant case where the decision of the Supreme Court with regard to the American Constitutions Bill of Rights is very crucial. The Supreme Court ruled that the Bill of Rights in the Constitution restricts only powers of the federal government and not the powers of the state government (Irons, 2005). Issue The issue in this particular case was that whether the Fifth Amendment allows or denies the states and the federal government the right to take away the private properties of individuals for the public use without giving proper compensation to the owner of the property. Facts of the case In this case the person John Barron owned a lucrative wharf in the harbor of Baltimore. He had sued the Mayor of Baltimore for damages because when the city diverted the flow of stream when a street construction was carried out a lot of sand and earth was created near the wharf that made the water very shallow for most of the vessels that arrived at the harbor. When the case was in the trial court the court awarded $4,500 to Barron (Haeck Brems, n.d.). However, later the appellate court reversed the decision. Arguments and Previous Decisions During the trial of the case at the Baltimore county court, the plaintiff provided sufficient evidence to prove the original course of the streams and also the various other works of the corporation that in regular time periods turned the direction of the wharf and resulted in ruining the business of the plaintiff (Barker Barker, 1972). The defendants did not assert even once that they made any compensation for the injury and further they also justified that under the appropriate authority that they had deduced from the charter of the city that was granted by the Maryland Legislature and also under some other acts of the legislature that conferred powers to the corporation with respect to paving of streets, regulation of harbor and also the health of the city. The defendants further denied that the plaintiff had shown any cause of action and further asserted that the injury that has been complained by the plaintiff was an issue relating to public nuisance and it cannot be considered as any individual grievance under the law. The last ground was considered to be an exception and was considered as reason for motion in arrest. With regard to all the points the Baltimore county court went against the defendants and finally a verdict was given to give the plaintiff $4,500 (Hall, 1987). An appeal was made to the court of appeals that reversed the judgment of the Baltimore County Court and after the judgment of the court of appeals the defendants prosecuted a writ of errors. A number of points were put forward by the counsel of the plaintiffs. The legislative sanctions of Maryland, the corporation acts of Baltimore, the protection for interests in wharves constructions, the rights and profits of wharfage and the objects of navigation were a vested interest and incorporeal heriditatment. These interests are inviolable by the states except by giving just and proper compensation. Judgment The decision of the Supreme Court was that regarding the Bill of Rights particularly the gurantee under the Fifth Amendment that the governments cannot take private property for public use without paying just and proper compensation is restrictions that are applicable to the federal government only (Torr, 2003). In an unanimous decision the Court held that the first tem amendments do not contain any such indication that the restrictions apply to the state governments also. Conclusion The ruling in the case of Barron v. Baltimore was very simple that the Bill of Rights apply to the federal government only and not to the states. Chief Justice Marshall had also stated that this interpretation was made without any difficulty and it was evident from the structure and language of the Constitution (Cohen Wells, 2004). Nevertheless, despite the ruling of the Court the state governments interpret the Bill of Rights as applying to their government and further view them as reflection of the general laws Anglo- American culture. This ruling prevailed in the federal courts of the United States till the Fourteenth Amendment was passed after the civil war (Friedman, 2002). Slowly since then the Supreme Court interpreted the Fourteenth Amendment and it banned the state governments from taking away of the rights of life, liberty or property without the due process of law. If I had to choose only one book to read to improve business writing, it would be this one. It will help readers write better and understand how to improve what they’ve already written. Best Current Style Book 4.The Sense of Style by Steven Pinker Its subtitle is â€Å"The Thinking Person’s Guide to Writing in the 21st Century.† Pinker is a Harvard lecturer and a master linguist. His writing is very entertaining. He takes a â€Å"descriptivist† approach to grammar, rather than a â€Å"prescriptivist,† by advocating clear language and breaking grammar rules when needed. This book is a must read for contemporary business writers, but in business writing I recommend staying with grammar rules unless clarity requires a break. Many business readers might pounce on a grammar â€Å"error,† not realizing that breaking the convention actually improves meaning. The Classic Book of Style and Clarity 5.The Elements of Style by Strunk and White This little book has been the bible of style for over 50 years for a good reason. Aristogoras of Miletus Essay In 499 BCE, Aristagoras made a mistake that greatly changed history and led to western ideas being spread throughout the world, a major turning point in shaping the culture of future generations. It resulted in many wars and conquests but ultimately this mistake is why today delegates to the United Nations wear suits and ties instead of turbans. Aristagoras was the Persian governor of Miletus on the edge of the Persian Empire. The nearby island of Naxos rebelled against the Persian Empire and Aristagoras seized the opportunity to take it back and get a promotion to a better position from the Persian emperor Darius I. At the very least, even if it did not lead to advancement, he could add Naxos to his growing state and get money from the taxes on its citizens. Since Naxos was an island, Aristagoras needed a navy to conquer it so he got the help of Artaphernes, the governor of Lydia and Darius’ brother, to supply his navy to take Naxos in exchange for some of the plunder. In addition, Artaphernes provided Aristagoras with his skilled and clever naval admiral, Megabates. Unfortunately, Aristagoras publically insulted Megabates leading him to warn the people of Naxos of the impending invasion. The invasion failed because the people of Naxos were prepared and Aristagoras was defeated. The problem was that Aristagoras promised Artaphernes a portion of his booty and since he had none, Artaphernes would take revenge. At the very least Aristagoras would be exiled, but most likely Artaphernes would kill him, easily within his power since he was the brother of the king and had connections. To save his skin, Aristagoras started a revolt against Persia and got some of his neighbors to help him, such as Athens and Ephesus. His army marched to Sardis, the capital of Lydia, and burnt it to the ground while Artaphernes hid in the citadel. Darius I saw what happened and quickly defeated all of the rebels except for the Athenians who escaped by ship. Darius then launched the first of the Persian Wars which culminated at the Battle of Marathon, where the Greeks easily defeated the Persians, ending the war. The second of the Persian Wars was launched by Darius’ son, Xerxes, which the Persians â€Å"won† after the battle of Thermopolis, but they later lost Greece in a rebellion. Greece survived and a few hundred years later, the son of Philip of Macedon, Alexander the Great, spread Western culture in his vast conquests. â€Å"The world as we know today† is because of Aristagoras’ mistake that shaped the west (Fawcett 5). Context of that World The Mediterranean world in 499 BCE was very different from our own; the main power was the Persian Empire. Persia was a very large empire consisting of twenty provinces called satrapies which were ruled by a governor, or satrap. The satrap was appointed by the king who at that time was Darius I. The satrap’s duties included taxing the people, acting as a judge, and making important decisions for the satrapy. The farther the satrapy was from the capital, the more autonomous it was because at that time the fastest communication was on horseback, which often took months to get from one part of the empire to another. It also took many months to raise an army and march it to the farthest part of the empire if a problem needed to be handled. As a result, the satraps on the far reaches of the Persian Empire acted as kings of their own satrapies and could, in general, do as they pleased, which describes Aristagoras and his satrapy Miletus. While the rule of the different satraps varied based on their location, they were all united with a uniform system of laws and judges. They shared abundant resources and order was maintained. They were also all connected by a well maintained and patrolled system of roads and cultural and technological exchange was ongoing. This existed in sharp contrast to the Greeks, who were divided in hundreds of different independent entities, called polis, ruled by tyrants. Though bound together by language, religion, and lifestyle, they were a resource poor region. As a result, each polis was fiercely jealous of independence and suspicious of their neighbors, with frequent conflicts erupting. While, collectively, they occupied a large area, they were not a dominant world force at that time. All this changed after Darius declared war, and the major polis came together and formed an alliance to counteract the Persian threat. Although Greece continued as an independent collection of city states after they defeated the Persians, they were eventually brought together under the rule of Philip of Macedon. Expansion of the Greek Empire continued under the rule of his son Alexander the Great as the Greek way of life spread throughout much of the Mediterranean area and into southwest Asia, forming the foundation western culture. Empowerment of Women in Much Ado About Nothing, As You Like It, and The Taming of the Shrew  Ã‚     Ã‚   In Shakespeare’s comedies, many – possibly even most - of the female characters are portrayed as being manipulated, if not controlled outright, by the men in their lives: fathers, uncles, suitors, husbands.   And yet, there are women inhabiting Shakespeare’s comedic world who seem to enjoy a greater degree of autonomy and personal power than one would expect in a patriarchal society.   Superficially, therefore, Shakespeare’s comedies appear to send mixed signals regarding the notion of female empowerment.   Some women are strong and independent, others are completely submissive, and the behavior of either seems to be influenced more by theme or plot than by any qualities within the characters themselves. A closer look, though, should make it evident that this is not the case; as in many of Shakespeare’s plays, appearances can be deceiving.   In some cases, the exterior behavior is a deliberate faà §ade to mask the character’s real feelings; in others, it is an acculturated veneer that is burned away as a result of the play’s events.   Despite their outward appearances, though, most of these comedic women belong to one of two opposing archetypes.   An examination of these archetypes allows the reader to see past such deceptions to the real personality beneath.    The â€Å"Daughter† and â€Å"Niece† Archetypes Within Shakespeare’s comedies, many of the female characters are portrayed as submissive and easily controlled.   Like dutiful daughters, these women submit to patriarchal repression with little complaint. Perhaps the best example of a â€Å"daughter† character in Shakespearean comedy is the role of Hero in Much Ado About Nothing.   Hero is completely under the control of her father Leonato, especially with regard to courtship.   When, in Act Two, Leonato believes that Don Pedro may seek Hero’s hand in marriage, he orders Hero to welcome the prince’s advances despite the difference in their ages: â€Å"Daughter, remember what I told you.   If the Prince do solicit you in that kind, you know your answer† (II.i.61-3).   Thus we see that Leonato controls not only Hero’s actions, but even her words as well. In fact, Hero is so thoroughly repressed by the male-dominated society in which she lives that she submits not only to her father’s will, but to that of nearly every other man in the play.   She is easily wooed and won by Don Pedro posing as Claudio (II.

These conditions include but are not limited to: Heart problems, Cancer, Asthma, or Kidney disease. This plan also known as PCIP provides coverage for those patients with pre-existing  conditions under a special plan. In the past patients have been denied medical insurance due to pre-existing conditions or received medical benefits but exclude pre-existing conditions. Therefore, patients have larger out of pocket costs for the medical care they really need. Currently with the changes that are being done with the healthcare reform, insurance companies are not allowed to deny coverage to patients due to a pre-existing condition. However, there is an exception with grandfathered plans which don’t benefit the patients at all. PCIP was started to help those patients who need the coverage while the reform is fully enforced. PCIP was closed due to funding could not be guaranteed. However as of 2014 the exchange plans were opened to those who need it and provide coverage for pre-existing conditions. This allows patients to obtain coverage for their medical conditions without having to pay extra premiums or meet certain guidelines in order for medical services to be considered for payment. Annual Limits Alisha In the past many health coverage plans included a lifetime dollar limit or annual limit that the healthcare plan would cover for a patients treatment and patients were required to pay all funds exceeding that limit patients with expensive healthcare would face paying costs when they exceeded their lifetime limits Coverage for Young People Young Adult Coverage is provided for dependants under the age of 26. This allows them to maintain insurance coverage through their parents. This plan is available even if the dependant gets married, has their own insurance, a student or living independently. Before the Affordable Care Act adult children would be removed from policies due to their age, school status or where they lived. Automatic enrollment Losing coverage Extended coverage Are dependents required to get parents insurance when they can get their own? The young adult coverage is not a requirement. Parents can decide if they add their children and if they continue to do so until they are 26 years of age. Some policies offer additional coverage for young adults but they need to check with their insurance carrier. The young adult does not have to be financially dependant or live with their parents in order to receive coverage. This issue was addressed to help lower the amount of uninsured individuals. They ensured that increased premiums will not exist in order to make it affordable and convenient. The Affordable act states an insurance carrier cannot increase payment or deny to add a dependant. They provided a special enrollment period in September 2010 in order for young adults to take full advantage of the changes. Grandfathered Plans According to â€Å"Healthcare.gov† (2014), â€Å"Grandfathered plans are those that were in existence on March 23, 2010 and haven’t been changed in ways that substantially cut benefits or increase costs for consumers. Insurers must notify consumers with these policies that they have a grandfathered plan.† (Grandfathered health insurance plans). These types of plans can be obtained from employer or individually (paid directly by the consumer) A key concern with this type of policy is changes that can be made such as increased premium payments. These plans are not subject to have a fixed rate or fixed increase. Individual policies do not have to cover pre-existing conditions even with the new reform law in place This plan can limit which doctors a patient can visit. There is a way around this type of insurance plan. If there is a significant change in the policy the insured individuals need to be notified. With significant change the policy may be required to drop the â€Å"Grandfathered plan† status and therefore positive changes in the insured’s coverage. Considerations were taken when making the decisions for this law. The law did not go into effect until March 2010 therefore old policies do not fall under this act. The only insurance policies that were going to be impacted are those that became effective 04/01/2010. Prevention Due to the high rise in cost and health care, Americans throughout the world were unaware and uneducated about health care prevention. Therefore, individuals had minimal knowledge how to decrease the chances of disease. Costs 75% of health care costs on chronic illnesses can be prevented 7 out of 10 deaths a year are due to illnesses that could have been prevented with the use of preventative health care The ACA helps make prevention for Americans, affordable and accessible. The act ensures that most of their health plans cover the recommended preventative services. Americans with private health insurance are able to gain access to preventative services at no cost. In March 2010 congress passed a new health legislation law, â€Å"Affordable Care Act†, in which makes health care, and preventative care services an easier and less costly way for Americans to have access to these types of services. Review of Insurance Plans The Affordable Care Act is providing health care coverage to millions of Americans. On January 1, 2014 , the health care market was open to those who wanted to sign up under the Affordable Care act. There are 5 different categories or â€Å"metal levels† of coverage in the Marketplace. According to â€Å"Marketplace Insurance Categories† (2014), Plans in each category pay different amounts of the total costs of an average person’s care. Bronze: Your health plan pays 60% on average. You pay about 40%. Silver: Your health plan pays 70% on average. You pay about 30%. Gold: Your health plan pays 80% on average. You pay about 20%. Platinum: Your health plan pays 90% on average. You pay about 10%. Catastrophic: Catastrophic coverage plans pay less than 60% of the total  average cost of care on average. They’re available only to people who are under 30 years old or have a hardship exemption. As of January 1st, 2014 most Americans had to obtain a qualifying health plan. If they did not they will face a fine. All health plans on the Marketplace can be purchased with subsidies if you qualify. Currently Plans and estimated prices for 2015 coverage will be available in early November. The Affordable Care Act wanted to provide individuals and families health care coverage. The Marketplace plans that are offered help consumers find the policies that best meet their needs. Student Health Plans Students attending college are often limited to health insurance coverage, possibly leaving students and their families with extreme costs in medical bills. So the states that have expanded Medicaid, will be able to provide free or low-cost health coverage to people whose income is below a certain level. Medicaid expansion is a voluntary action by each state. Over 15 million men, women and children will be eligible for Medicaid in State’s that participate in Medicaid Expansion. Although in the states that have not expanded on Medicaid, will leave 5.7 million people uninsured in 2016 . In this poem Dickinson uses imperfect and partial rhymes, however, it does not make the whole poem sound awkward or lack of melody. Poem rhythm does not impress with something specific. Commonly used repetition of stressed and unstressed syllables is implemented. Future directions In such a context, the US authorities should define clearly the major priorities and strategies that can help the US to solve the problem of racism and race issues. In this regard, Barak Obama argues that: by investing in our schools and our communities; by enforcing our civil rights laws and ensuring fairness in our criminal justice system; by providing this generation with ladders of opportunity that were unavailable for previous generations. In such a situation, Obama gives insight toward the ultimate goal of the suggested changes may be defined as follows: a country that has made it possible for one of his own members to run for the highest office in the land and build a coalition of white and black; Latino and Asian, rich and poor, young and old is still irrevocably bound to a tragic past. But what we know what we have seen is that America can change. That is true genius of this nation. What we have already achieved gives us hope the audacity to hope for what we can and must achieve tomorrow. (Obama, 309). Obviously, this is an optimistic forecast for the future elimination of existing problems related to race issues. Nevertheless, the strategy is defined clearly but still the US lacks effective tools with the help of which the problem of racism and race issues can be eliminated. Although officially a race cannot be identified as a major issue problem in the United States, there are still many issues and details considering the race issue. All in all, the race still remains one of the major problems in the United States, which is still not solved. In fact, this means that the US still suffers from the discrimination and oppression of minorities. In this respect, the US authorities are conscious of the fact that race issues may pose a number of serious problems and, what is more, they may lead to the radicalization of the US society. Therefore, the solution of this problem becomes strategically important for the US authorities. In actuality, the US authorities, namely the President of the US, defined the major priorities in the development of their policies to tackle the problem of racial discrimination and other race issues. Obviously, the unity of the entire country is of the utmost importance and the unity of all Americans, regardless of their race, can unite the nation. However, it is still unclear how the President of the US is going to unite the nation and to eliminate wide gaps that persist between different racial groups. As long as these gaps exist, the US will deal with race issues.
